Looks good so far.
I think I'll host the RP in the outer rim. Dont expect much more than a series of random adventures for a bit until I get something worked out. Thats how I usually roll.

200 credits + a DC 15 Pilot check + 10 years spacing experience (if you got the spacehound talent at 1st, you count for this).
Otherwise the experience requirement can be waved for a 300 credit bribe.
Then theres the Ship's operating Liscense and Arms Load out Permit as well.

Do I have all of the Feat’s that I’m supposed to get for my level? Excluding the ones, I got for being a Zeltron. This is like my second time making a character in this system and I get a little confused with how many one starts with.

Ok, Scoundrels get Point Blank Shot and Weapon Profficiencies for Pistols and Simple weapons. As a 2nd level character, you get One feat, plus a second for being 2 levels in the scoundrel class. Zeltrons get Skill focus (persuasion) if Persuasion is one of their trained skills.
To summarize you should have these feats:
Point Blank Shot
Weapon Profficiency (Pistols)
Weapon Profficiency (Simple Weapons)
Skill Focus (Persuasion)-if Persuasion was a trained skill
1 of your choice for having been level one.
1 chosen from the scoundrel bonus feats for being a 2nd level scoundrel
Total: 6 feats.
From your character, it does look like you have this stuff.
However, I recomend getting rid of the blast vest and helmet as you dont have the Armor Profficiency (ligh) Feat. You take a -2 to attacks and certain skill checks when wearing the stuff.

With how often I find myself being shot at, I’m willing to deal with the -2 on some of my dice rolls for the extra protection. I think I’m done, except for the characters background and stuff.

You are aware that you add your heroic level or your armor bonus to your reflex defense, right?
If you used no armor, you'd have the same defense as with it right now, but would suffer no penalties to your skills.

Good. That money is better spent elsewhere.
Like on a utility belt and some stun grenades.
Now dont forget, the hero level is added to all your defenses, and you add 1/2 your character level to your skills and weapon damage
