*lightbulb* I have an excuse explanation! So Gaara's a jinchurriki for the Shukaku, yeah? So Shukaku = Raccoon thing. So: Is: NEITHER OF THEM HAVE EYEBROWS.Well, the raccoon has white stripes or something. Conclusion? But no white stripes. Just stylized circles around his eyes. NOT eyeliner.

Everyone notices Lee's huge eyebrows so they must notice Gaara has none. Their personalities do contrast along with their eyebrows. Well either way they are both awsome.

His face would look wierd with eyebrows! Maybe they drew him, and said "he looks weird. What is it?!? Oh, he shouldn't have eyebrows, it just isn't lookin' good with them!" smile
