Partisus Lunar Falcon Partisus But there aren't 4 normal sized people and 2 midgets on the High Council. Plus, a midget is a person. Don't go discriminating against midgets. I know, but say they only came up to someone's waist, it's half of a regular person's height. Therefore, half of regular height. I wouldn't recommend following that one any further. Does each one only count as half of a vote? They are each legally one person, so it doesn't work. I'm so confused.
