
Kagerou’s most recent endeavor had taken her on a repetitive back and forth between the academy and the hospital. The hectic travelling to and fro was mostly her fault for winging herself into something she’d never done before. She needed her uncle’s advice to compile the backbone of her project, but she needed the hospital’s expertise and experiences to understand what the backbone of the project should be. However, in due time and everyone’s help, Kagerou did compile a report, proofread and edited, that she felt satisfied with turning in. It wasn't entire lesson plans and schedules as she had initially, admittedly unrealistically, hoped, but the structure for a more standardized shinobi-to-hospital system was there.

Currently, the Kirigakure hospital system provides insufficient regulations and support for its shinobi medical staff. I would like to propose a system of compulsory requirements--exams, etc.--to certify medical shinobi in a manner similar to their civilian counterparts as well as the support to accomplish these new regulations. Minor, limited incentives will accompany completing each step of these requirements in order to place the passing of these requirements on a similar level as completing the standard shinobi missions. The basis for shinobi advancement in the medical field will not change, retaining the use of the medical tree and titles, and the new requirements will count towards the minimum job requirement required to advance through the tree. Something to note is that, so far, aside from the choice in lecture, there are no checkpoints to ensure that the medically interested shinobi are truly advancing their knowledge in the medical field. Formative assessments are difficult to assign when each shinobi has to move at their own pace, so the entire burden is placed on the summative assignment, the final exam before the medical shinobi is permitted to advance to the next title. The title exam serves as the only checkpoint to ensure that medical shinobi are up to par for the title that they are aiming to advance into, and as such, it is a rigorous test. Having covered the three main concepts of the core of this new program, it is now time to discuss how to handle the numerous shinobi who already have medical titles. Shinobi with legitimate medical titles will be permitted to skip lectures and self-study, but must pass the title exam required to advance to their current title. Lifesavers must pass the Lifesaver exam. Medics must pass the Medic exam, and so on and so forth. Those who happen to hold titles in multiple medical fields will have to pass exams for each field. Just stepping towards the mission desk, where she was to turn in her completed recommendation, was making her stomach twist. It wasn’t quite with anxiety. More along the lines of perfectionism not satisfied. However, she knew already that this was the best she was going to make, inadequate as she was. Giving herself a firm push in a way only she could, Kagerou stepped up, turned in her mission after discussing over the details of it with the receptionist, and then calmly moved over to the mission board to find her next endeavor.
