I'll keep trying to work on it, but all I come up with is a Rogue who has good diplomacy. I was thinking perhaps she was the daughter of the late Mayor who upon hearing of his death has had a change of heart. And tries to make use of the skills she has in a way that does not hurt or misfortune others (much, anyway).

And tries to make use of the skills she has in a way that does not hurt or misfortune others (much, anyway). Have you looked at the Charlatan rogue archtype? It trades in the rogue's trap related abilities to grant Bluff related bonuses. It might give you a bit more of the diplomat flavor you seem to be looking for.

Nice, and I also found a Bloodline for Humans Sorcerers that I could center around as well. Okay, so this might work.
