"Kyosei, thought he'd be dead by now..." Salem mutters as she leans against Neliel and yawns.
"That Kyosei man aside I sensed other spiritual pressures before you returned, what happened up there Jitte?" Neliel questioned as she supported the other woman.

Jitte sighed and began to explain.
"Well I was beginning to get tired of fighting that idiot and three people showed up. I don't who they were, nor do I really care. They took Kyosei and left. The strangest thing is I didn't even notice them appear...."
Everyone remained quiet and thought for a minute. For Jitte not to be able to sense the arrival of someone meant that they had to have been powerful, or at least above the level he was on at the time.

"I have another question then. What you doing here anyway?" Salem asked as she looked back to Jitte.
"He's trying to take over Hueco Mundo." Neliel explained as she helped the woman into the tower.
"Ah, good luck with that." Salem laughed as she was carried off.

"I must speak with you a moment, Captain Jitte." Lee said.
Jitte gave an annoyed look at Lee. It has been a long while since Jitte was one of the Gotei 13 Captains, so addressing him as such was incorrect.
"You know I'm not a Captain anymore, so just call me Jitte."
"I apologize for that Jitte. As I have said before I am here to investigate Kyosei, but more importantly those you spoke of just now. Kyosei is being used as a face for something more threatening than an all out war. I am here to found out what that is and prevent it."

"It seems I have to be the one to ask it, what makes you think we will help you? Considering our peoples history the fact we have attacked you is surprising." Salem explained as she stood on her own, suddenly not looking so weak and wounded after all.

"Please make no mistake, I am not here to ask for help. I am simply following Kyosei who was in this area." Lee said.
Jitte heard this and felt some concern for Lee. When Lee was a lieutenant he struggled just to obtain his shikai; and it wasn't until he became a captain that he finally achieved it.
"Lee....stay here with us. We'll help you, as long you don't get in my way." Jitte offered.
"Uh, well, I guess so....."

"Great another mouth to feed, thanks for speaking for us Jitte." Salem groaned as she slouched and went back to using Neliel for support, seems she was only acting the tough girl part.
"She has a point, all of us are considered enemies of the soul society. Keeping him here could be dangerous." Neliel added, not sure of the shinigami's trustworthiness.

"His trust is not an issue here. Lee has always followed his own principles, so if we trust him and let him stay, will not betray that trust."
Lee smiled and gave a thumbs up to everyone.
"Jitte is right, I would never betray such trust and hospitality. And as it stands now my mission is focused on Kyosei's group. All other standing orders are secondary."
Jitte turned around and went inside the building, with Lee following him close behind. Everyone gathered in what seemed to be a meeting room. There were chairs around a large table and everyone sat down except for Ulquiorra and Noitora.
"Now as far as I can tell, the Espada are no more. You've just become Arrancar fight over Hueco Mundo. However, I intend to change that. From now on there will be a new line of Espada, and Ulquiorra I want you to lead them as the number Zero."

"Ulquiorra as the zero? Well I won't question it to your face." Salem replied from the far end of the table, where she chose not to sit in the chair but lay across the table.
"I am curious as to why you chose him, while I hold no certainty about my own strength their are at least two arrancar here of a higher level." Neliel questioned from her position seated next to Salem.
"Oi yeah! Why isn't Lady Halibel the tops spot!" Mila Rose shouted, Sun Sun and Apache agreeing with her as she did.

Jitte looked around the room. He then began to explain. "Ulquiorra is the only Espada to achieve two resurrections. Halibel is quite strong, but Ulquiorra has proven himself to be the strongest." Jitte paused for a moment. "However, Halibel will be our number one. Oh and don't think that the numbers you wear will be just ranks. Each tattoo will be imbued with an amount of reitsu. The higher your number, the more power you will have earned. For example, Ulquiorra's '0' will hold more power than Halible's '1.' The reitsu will enhance your abilities, but I will only allow you to use it after your resurrection." Ulquiorra's new number placement

Salem shrugged at that and stretched "I can accept that for now. Though you never know how things may change"
she smirked as she hoped up and strolled around the table "Though I want to hear what you choose next I think I should go round up all of the arrancar, best we all hear it first hand."
she explained with a lazy tone as she she made for the door, only to stop and grin dangerously at Aareniero and Szayel "You two dpn't mind, do you?"

Salem smiled as she disappeared with a sonido, returning moments later with the remaining arrancar and...another Aaroniero?!
"Now shall we continue?" she asked as she sprawled out on her former spot at the table.

"Alright, now obviously we're not just up against ex-Espada. There are far more powerful people behind this civil war. Our current goal if we want to rebuild Las Noches is to eliminate them and pick up any Arrancar on the way. All those who refuse to join us are to be killed without hesitation."
Jitte looked around the room to see if anyone objected to this, but saw no one.
