Very, very intrigued.

She was just finishing reading the required homework for everyone when a booming bell nearly made her jump. It's been a while, but it was there. Class was starting. Even if she'd nod and greet with a smile at each of the new students who've entered and put their scroll on her desk; it wasn't official until it started all over again. She looked at her class, with students ranging from so many houses and years.

Pulling her chair away and standing in front of all; she was nervous. "So, greetings to all! If it wasn't clear, my name is Professor Desiree Éternelle. I've been a student at Beauxbatons before transferring here to finish from my 4th and last year at Hogwarts. Since then I've been offered a job as liaison between the British and French departments, and now I'm here ! History of Magic was one of my favorite classes, despite being considered quite... Um, I'll say special." she grinned at the memories. Either half the class drooled on their desk, scribbled with their quills or just looked straight through the teacher. "Then that was a brief history of mine. You've noticed that I've already started scribbling things on the board. We'll get to it in a second. First, I'll just take attendance and when you hear your name just tell us all a little something about yourself."
Her wand in hand, she levitated a scroll with the students names. Lazy ? Perhaps, she also felt that if all the class had to gaze at her back, walking to the desk, then it would've been nerve-wrecking.

Sparrow had been listening to Professor intently and waited for her name to be called when she heard it called she said, "Here! I'm Sparrow as you know and I am a Third Year and the Gryffindor Prefect, and I love Quidditch, books and Sketching." Sparrow then sat back down feeling confident for saying that in front of everybody, It seems I am getting over my Public Speaking fear. She thought to herself.

Harmony Trumarie...

Harmony's name was called, she dropped the sugar quill she was about to eat sneakingly back into her school bag, smiling. She stared calmly at Professor Éternelle as she assembled what she was going to say.

"Hello. My name is Harmony. I am of French and Russian decent, I live in an unplottable house in Wales, and I would like to be a hit wizard."

"Well, no need to be embarrassed, we all get those moments." Desiree faced the class. Students had spoke their name but didn't necessarily tell a fact about themselves. She knew her kids were there, they just needed a little push. "You've noticed that the board doesn't only have my name on it. We'll start over." with a flick of the wand; the written text fluttered away, a puff white cloud that dissipated.

"The first Wizarding Government that "reigned" over Britain is the Wizard's Council. The records we have of them will position them more precisely in the year of 990, when our magical world really began to retract from the Muggles sight. Retract doesn't mean completely disappeared. Muggles sighted magic much easier at the times, there was no Trace; no accurate repelling spells; nothing to prevent them from confronting creatures such as unicorns, dragons and other beasts. Just look at their art ! Their stories ! Some of them are based on truth but most of them are pure nonsense. I'd say that the key difference between the Council and our Ministry, was the Chief of Council could pass on laws and decisions without a vote from the others. It was their job not to only begin hiding the existence of the wizarding world from Muggles, but to maintain the illusion as well as keep the peace within Britain."

Barberus Bragge introduced the Snitch or in that case, Golden Snidgets. Sadly, I will skip the topic of Quidditch. We'll get to it. Now, Burdock Muldoon was the most frivolous Chief. You've notice he only presided for two years ! It's because of his definition of Beings. Muldoon stated that, "Any creature who walked upon two legs qualified as a being, and was therefore entitled to share in governing and have legal rights." This declaration was certainly not restrictive nor a clear enough definition of a being. For instance, pixies, fairies, hags, yeti's and trolls, are all walk on two legs and are bipedal, but have extremely limited, or no mental capacity to make decisions for the whole of the wizarding world. In addition, there are also beings such as the hags, banshees and vampires, while being bipedal, only wish to hunt or harm wizards.



He was quickly chased out of the Council and replaced by Elfrida Clagg. Her definition of Being was the closest: "Beings who spoke the human tongue. All those who could make themselves understood to Council members were invited to join the next meeting." There was problems but certainly less than Muldoon. She also changed Quidditch by replacing the Snidget with our current golden Snitch and banned their Hunting. Mrs Clagg also created the OWLs and NEWTs examinations with the Wizarding Examinations Authority in 1489, finding a way to test wizards and witches for placement in the ministry. That would conclude our chapter of the Wizard's Council since the most interesting part doesn't start until the transition to our Ministry of Magic today."



"That is your assignment ! Please write me 4 inches of scroll that answers these questions. A maximum of 20 points will be awarded for this so please do your best ! We'll discuss the acceptable definition next class." it seemed that her class flew by fast. Desiree might've heard groans and frustration at the work. There was still time left for questions though.

Lily wrote down notes, and took out another piece of parchment. She wrote down her homework quickly and began to regard her notes to help. "Umm professor?" She asked, raising her hand.

Lily nodded, and retracted her hand from the air. "I was wondering if you could give us any more information for our homwork? It's going to be 4 inches, so there must be more information." She said, half asking.
