By the number of viewers and ratings. THe amount a show is based is based on how many people watch a show on average. If people aren't "staying tuned" then the show isn't paid enough and it is eventually Cancelled

Smallville? Pft i have no idea. Its really high considering it is among the top 10 most watched shows on Television and the most watched show on the WB.
