Honestly, this just all around sounds like a shitty idea. Wacking off some ******** in public isn't the sleaziest thing I've heard of, (or done, lol) but it's up there.
If you're this worried about it, you're probably going to regret it later, and I'd recommend you just back out.
If you want to do it anyway, just throw a rubber on him and use it to jerk him off. Just get one lubricated with spermacide, and it tastes nasty so you can use that excuse if he wants oral, plus it'll keep him from getting friction burn on his d**k.

I have no problem with others who choose casual sex. I'm fine if she wants to do it later in her life, but 16 isn't really the age at which she should be participating in such activities.
