I'm going to give a nice simple answer. At your age, no guy is worth stressing over. You have enough things to deal with without some dumb guy who can't make up his mind causing you extra stress. I mean, high school stress is more than enough, not to mention stress from parents, right? So don't let some guy add more onto you. If he can't make up his mind, make it up for him and cut him loose. Trust me, it's the best thing to do, and here's why:
If he really doesn't want to be with you, then it solves his problem of letting you go without hurting you too much.
If he does really want to be with you, he'll realize it and come back to you.
And even if it causes you some pain in the short-term, it'll be worth it to not have to deal with his indecisiveness in the long-term. I've been through more nasty break-ups than I care to remember (or even think about), but you always pull through stronger in the end and you'll have a better idea of what you want the next time around.
