Chazzzzz People like them, fat girls trying to dress in revealing outfits (such as FFX-2's Rikku), and people of another skin color, and girls dressing as guy characters ... should not cosplay.
I have nothing against overweight people and I'm not racist or sexist.
But completely ruining a character's image is just horrible.
A 200-lb. girl should not cosplay Lulu.
A black guy shouldn't cosplay Cloud.
A girl should not cosplay ANY male character (including, but not limited to Cloud, Sephiroth, Kadaj or Yazoo.)
It's just wrong. No no, a girl can pull off a male character, it just has to be done right, for instance, making yourself appear completely flat chested and fitting the costume to hid your curves. And you just have to act it right. I'll be cosplaying as Demon Eyes Kyo and will do everything in my power to behave like him, and look as much like him as possible. And if someone asks if I'm a girl I'll reply with a growly "Did you just call ME a girl?" And draw my awesome Muramasa longsword replica on them whee . But when a girl is falling out of her shirt, is wearing obviously girl clothing and has made no effort to properly portray herself as the character, then no they shouldn't. Of course, it makes a fangirl very uncomfortable when she hits on her favorite bishounen and finds out it's a female cosplayer...that happened to me once... redface But she really looked the part, it was crazy! http://cosplaylab.com/cosplayers/costumes/details.asp?costumeid=44872

It's really quite simple, and it saves the cosplayers ridicule and humiliation.
If you don't have the body for it, don't attempt it.
