They should go ahead and just make the rest of the seasons based on the rest of the novels because it's popular enough and tons of people will watch.

That's EXACTLY why they're not doing it.
KyoAni isn't THAT big of a studio and they need moar moneys.
So they're milking the biggest anime in forever for as much as they've got.
