Their both pervs. Jiraiya is just outwardly perverted because he expresses himself as a perv by looking into bathhouses and going to night clubs.
Whereas Naruto is inwardly perverted. I mean, what kind of person can say that they aren't pervs when they created the sexy jutsu and the harem jutsu. but then again most of Konoha is full of pervs. but if you were to compare the amount of pervyness in both people. then Yea Jiraiya is definitely a bigger perv than Naruto.

Drt1225 Definantly Jiraya, the only thingNaruto has done BESIDES sexy no jutsu is watch Hinata while she was bathing at a waterfall, but that was because he stumbbled onto it.And he didn't leave because he was amazed so technicly ya the only perverted things he's done are look at bathing suit magazines and sexy no jutsuI agree. Thats it exactly! Naruto only looked through magazines, stumbles into finding Hinata naked, He didn't even notice who it was, and he does the sexy no jutsu. Jiraiya looks for these things purposely there for hes a perv and naruto is a genius.
