It is actually spread out across many planets, and the smaller syndicates are forced to work with them, or be wiped out.
They get their ships and weapons mainly by stealing them from the Navy stations. But no one knows where their main base is, mainly due to the fact their base is a city built out of five carrier ships in space.
There are over a million members in this syndicate, but only fifty of them all have ever seen the leader's face.
