Name of weapon: Moroz lezviyaWho owns the weapon: Dmitri Kori Where it was found/Who made it: Pervyy Kori ((Apparently Pervyy means first in Russian)) The Range of the weapon: seven feet (Proximate range while swinging scythe.) Weakness: Fire based attacks Description: Moroz lezviya, translating to Frost Blade, is a four and a half foot long scythe with a two and a half foot blade. The blade, Ice cold to the touch uses Chakra to stay decrease in temperature rapidly. Depending on the Chakra pool of the Individual, depends on the temperature. Genin reaches approximately -30 degrees Celsius, Chunin reaches -40 degrees, Jonin reaches -50, Sanin -60 degrees, while a Kage can reach its pivotal temperature of Absolute Zero. Those skilled with Moroz lezviya know it is important to induce Chakra into the blade before striking, otherwise if one keeps the cooled temperature, they risk the chances of emptying their Chakra pool. Though the blade itself is the only part that is incised with Chakra, the handle is cool to the touch. Requiring gloves to handle, though, those in the Kori family found to be that of potential in stealth operations have been trained to deal with the cold through their at home training while participating in the Ninja Academy. At the level of Genin, a Kori using the Moroz lezviya may be able to hold a constant temperature of -30 degrees for ten minutes, a Chunin at -40 degrees for twenty minutes, a Jonin at -50 for half an hours, a Sanin at -60 for fifty minutes, and a Kage at Absolute Zero for an hour. If the weapon reached absolute zero, wouldn't even minimal contact with the weapon cause severe frostbite? You, the user, would have to chop off your own fingers after one use. I understand that its the blade that receives the cold effect, but the handle, which is directly attached to it, would certainly receive a great degree of the cold, as well.
Absolute zero is -273.15 Celsius. Thats quite a large jump from A to S rank, especially when the previous ones were done in intervals of ten.
Please be aware that Saanin and Kage are both S rank, with kage simply being a political title. Therefore, both Saanin and Kage shinobi would havethe same temperature level for the staff.
Exactly how much chakra is required to keep the staff active each post, chakra point wise, for each temperature level.
Is there any real difference for the effects of the cold from D to A rank. The only really significant difference seems to be the A-S difference.

For example, you have listed that the scythe is a 5 chakra point drain per active post. From what I've read, this is the cost for a genin and an S rank. However, in the S rank's hands, the scythe is 4x more powerful for the same chakra cost, for no discernable reason other than being an S rank. I understand that with a greater rank would come a greater ability to unlock the staff's potential, but its just not balanced if the chakra cost remains the same while the weapon powers up. My advice: Give the weapon one set temperature, that doesn't increase with rank. -50 C is already extremely cold, I honestly don't see what decreasing it further would do if you hit someone, let alone how we would measure the difference.
Your timing is a bit inconsistent in this. At one part it says the activation lasts 10 minutes, 20 minutes, etc., another the time is measured in swings, and finally, the 5 points per post timing. Please put the time increments in posts, as it is nigh on impossible to measure it in time, and 20 swings for 5 chakra points, given that a post action would give you time for one strike, is a bit much.
I noticed you only set out temperature guides for Genin, Chuunin, Jounin, and Sannin/Kage. Please be aware that in POTS, we run on a 6 rank system, from E to S. The ranks are, in ascending order, Academy Student (E rank. This rank is typically used only to label jutsu and such, since all shinobi start as Genin), Genin (D rank), Chuunin (C rank), Tokubetsu Jounin/Special Jounin (B rank, the names are interchangeable), Jounin (A rank), Saanin/Kage (S rank).
You mention that the scythe has a "chance" to freeze water jutsu, with that chance increasing as the blade holds contact. How is this chance measured. Also, freezing ANY water jutsu? For instance, there's a water dragon coming at you, you touch it with this staff, and suddenly its an ice sculpture? There has to be a limit on that.
Is there any reason that a higher level shinobi is more susceptible to frostbite than a lower level shinobi. I would think that all shinobi are affected the same, unless they're a Hyouton user, or maybe a Dragonil. (Refer to the "bloodlines" section for more information on those and other bloodlines/clans).
I like this weapon, we haven't had many scythes. Please don't assume my corrections are in any way an attempt to nit-pick you to death, we just have to make sure we close any loopholes before acceptance.

As for the 100 sided die, that would be cool if it worked, but a 5 chakra point weapon effect stopping a 20 chakra point jutsu? Its just not logical. Bottom line, S rank jutsu will definitely not be possible to stop with this weapon. As for other ranks, again, I'm currently consulting my fellow crew. I'll get back to you as soon as I have more. Greg asked for my second opinion, but I don't have time or energy to read the weapon and discussion, so I sort of skimmed it... I think I got the gist of it though.
If the weapon has a constant cooling effect when held, and a drain to enhance that, it should also have a cooling rate attached to that. Say the blade, uncooled, starts at, as a random number because I don't honestly care about temperatures, sixty degrees F. You want to get it to freezing and hold it there, so it would slowly cool to zero, and then hold there using the base cost.
Now, I'm perfectly okay with the blade holding a set level at a set cost. The trouble, to me, comes in when you start rapidly cooling the blade again to more extreme levels to freeze water around it, or cause frostbite and such, but with the same set cost. Essentially, to sum it up, I think for these freezing burst, it needs set costs associated with the needed temperatures, or, better yet, cooling rate. And then a warmup time, during which, having gone back to the default drain rate, it returns to it's base cooled temperature.
Feel free to disregard this if I've just restated something that's already been mentioned or is already in, or if another mod (Luo preferably.) comes along and says I'm completely wrong. This isn't my area after all, probably because I'd prefer to deny such magical weapons on the spot. They seem strange to me.

Weakness: Fire based attacks Description: Moroz lezviya, translating to Frost Blade, is a four and a half foot long scythe with a two and a half foot blade. The blade, Ice cold to the touch uses Chakra to stay decrease in temperature rapidly. Costing 5 chakra points per post, those skilled with Moroz lezviya know it is important to induce Chakra into the blade before striking, otherwise if one keeps the cooled temperature, they risk the chances of emptying their Chakra pool. Though the blade itself is the only part that is incised with Chakra, the handle is cool to the touch, requiring gloves to handle. Moroz lezviya, when activated cools to a temperature of -50 degrees Celsius. While active any stilled water coming into contact with the blade, will freeze, as long as said water has no chakra infusion. If a water based attack is used on Moroz lezviya, a [ TO BE DETERMINED] dice is rolled as to if it will freeze or not. Freezing chakra induced water will only work against a technique that is at the same level as the user or below. If broken or cracked, the blade will not hold Chakra, instead will show Chakra rushing out as if it is spraying through a flat nozzle. Requiring a Master Blacksmith a full week to repair, if completely shattered, A Master Blacksmith make make a new blade, requiring a month to make, using extra materials buried in a hidden shrine in the desert. While activated, the blade causes the shroud of air surrounding the blade to turn to fog. With enough swings and time while activated the blade can produce a screen of this fog. While a fire jutsu is activated on to the blade, the amount of chakra it requires to keep the blade activated is doubled. If the fire jutsu is of two level higher then the user of Moroz lezviya, the amount of chakra required to maintain temperature is tripled. Moroz lezviya has the chance of causing frost bite/frozen joints anyone coming in contact with the blade. In retrospect, using this ability, open wounds with massive bleeding can be frozen shut to stop from shock or death. I think i got everything

The still water freezing effect would be a passive bonus, but you do have a point regarding the jutsu. However, if a cost is implemented, then the diceroll would have to be taken out, meaning all water jutsu could be blocked as long as there was sufficient chakra. Besides, a constant 5 point drain is significant, especially for a genin. How many points would you suggest a freeze burst be?
