Not really, Akusuna's being illogical; her fear of lizards is not going to magically alter her ability to properly make a decision, especially since it's not something like a fear of blood, which is something she'd constantly encounter. It's not as though she'll be seeing lizards 24/7 and being unable to analyze anything. So far, all he's judged her on are things that do not require quick thinking or really any true need for seriousness at all, such as the meeting, leaving through a Senkaimon, or standing around in the snow, none of which are life threatening.
Furthermore, Senka did not ask to be coddled, rather Tsukiko took it upon herself to do so because she's her little sister and cares about her. If you may recall the meeting wherein Tsukiko hit her over the head to correct her posture, and the time on the roof a few posts ago when she mentioned Senka should act more grown up, making it quite clear Tsukiko has mixed feelings on the matter.
Not only that, but he's pretty much basing all of his opinions strictly on logic with out any sort of consideration to the emotional aspect of life since he's giving off the vibe of "I've decided you have to be perfect in your rank, and I'm going to ignore the fact that this position was forced upon you by a family friend and that you're ten years old and as such, will adapt more slowly to situations than adults." In short, he's right that she should be more serious in her position, but the fact remains that she's not even been in the position for four days and he's already giving her a hard time for not living up to Adachi's legacy. It's like if you applied for Mc Donald's and made a few mistakes and got chewed out on the first day because you hadn't been able to adapt yet.
Don't get me wrong, I'm not saying you shouldn't RP your character however you want. Whatever you want to do is fine, I'm just saying that I think it's silly. I'm just not sure if this was intentional on your part and you already understand the logical and emotional fallacies within his way of thinking.

However, the way she reacted to it can make one wonder how she would work when under pressure. To overreact in such a way can make a person question if she will overreact when it comes to something much more frightening, such as death. As for being cold and completely serious, that's just the character. To put it bluntly, Akusuna really dislikes that Adachi chose her for the Commander's spot, and feels that she had better prove worthy of the position to deserve it. On top of that, he is extremely logical and doesn't take emotions into account most times. So, yeah, he is kind of a jerk that way, and I had planned him like that. I don't disagree with Tsukiko in that Akusuna is being extremely heartless. (as he is, but that's his character.) However, I also agree with Akusuna's comment that, in time, Senka will have to learn not to overreact so much to something so minor, or it could come back to bite her someday. Of course, that's all part of her maturing, and I'm sure Akusuna is wanting her to grow up too fast. Of course, he'd be happy if she just left the position of Commander in general and grew up some away from the Gotei 13, but that's just his character...

Sure, if they only look at that single reaction and nothing else. While Akusuna obviously has no way of knowing it, lizards are her only fear. Still, it's not even necessarily an overreaction either. Fears are powerful, as are phobias, and they make people react in very different ways. What's an overreaction to him might be an under-reaction for her; for all he knows, that could have been the calmest she's ever been when faced with a lizard. o.e
Dunno, outside of not being compassionate, I sorta figured he might at least realize that if she freaked out that much, she must have a real problem with the creatures and at the very least not say anything or think she's overreacting. Obviously he's gonna be a jerk and not pet her on the head after she got scared, but you know... coulda just kept that info for future reference.
I'm still not trying to tell you how to RP, mind you. Just tossing out my thoughts.

Perhaps, that was the best she's reacted. However, since Akusuna doesn't know that, he's not going to act upon that. To react that badly is what worries him. As you said, people react to fears in sometimes unpredictable ways, and that can be dangerous in a battle-situation. If that's her calmest reaction, then he would have a lot to worry about.
As to why he didn't just ignore it, I can't really say besides: that's what the character wanted. He doesn't like her, and dislikes how she acts even more. He isn't nice, but at the same time, he is (kinda) trying to help her by pointing out bad flaws or mistakes. Instead of getting agitated over Akusuna's fussing about overreacting, Senka should consider what he said as advice on getting stronger. Of course, how she really reacts is up to the author to decide, but that is the foundation behind Akusuna's comment.
