So. To be frank, does Intelligence have anything at all to do with Genjutsu? Heh~

intellegence is importent in that it allows you to create and learn jutsu :3 so it's not wasted to put points there, after all a variety of techniques are useful against varied opponents :3

Okay, so for Genjutsu, I need...
Willpower, Seal Speed, and Seal Strength?
My second question is as follows; Do I need Seal Strength if I'm using Genjutsu that doesn't necessarily do damage? IE Sleep, Mind Control, etc.?

for genjutsu damaging or otherwise you should focus on
Willpower- determines damage amount and cap with mental damage. this is used for breaking free from genjutsu as well as reducing genjutsu damage from others.
Seal speed- helps add to the PC of both Genjutsu and ninjutsu as well as being used to counter or respond to both.
EDIT: oh and ther might have been a change with the genjutsu so it might use will power for countering as well... regardless these two stats you should focus on for genjutsu XD;;

Will Power- Determines your caps for Resisting De-buffs, and ability to survive even while sustaining deadly injuries. This the stat used to Defend Genjutsus. And determines your mental defense. Seal Speed - Determines your Accuracy for Genjutsu.
