Yes. They have evolved a culture that does not require speech, therefore their voice boxes are useless.

Laurel Gand Imra, I read LSH #14 today and all Titanians are mute telepaths? confused Yes. I guess what is it is, is that the whole of Titan culture is that once they developed their telepathic abilities there was just no need for them to speak anymore so their vocal cords just kinda degraded through the generation due to unuse... I think. Thank you Brainy. I suppose they could use Sign Language but there really won't be any point now would there?
