I think it's something he got from his enormous comic book stash. He has the largest collection in all the Legion. Apparently in ancient times when engaging in the courtship ritual, there was a rite of gifting vegetation from one individual to another as a symbolic token of...not sure. What does ripping a flower from the ground and giving it to a girl really say? I should do more research.

Considering that Supergirl and Power Girl go playing in Kandor One Year Later, I would hazard that she comes to the Legion during 52.
