Naro probably shouldn't know Chidori either, Considering Chidori is a high A - Ranked Jutsu and Naro is a Chuunin. You would have to be a stronger jounin. I may be wrong though.

your wrong Chidori can be learned at chuunin. but you have to go through tough training or you can go through my training by learning the Raiton: Make-Shift Chidori then working your way up to chidori. theres lots of ways to learn it.

Sasuke learned it at genin. Jedi taught it to me, then I taught it to ANdrew.

I think that technically you can learn one jutsu that is one rank higher than you, but it takes double the amount of time to learn it. So if I wanted to learn a jonin jutsu, it would take twice as long, and i couldn't learn anymore at my current rank. I can't remember exactly though.

By the same logic that sasuke learned it at genin, you would say that you can't see whilst using chidori without the sharingan. That's why Minato banned Kakashi from using it at first; Kakashi was moving so fast he couldn't see. Then Kakashi got Obito's sharingan and was able to use it.
