He uses them as a tactic for negotiation and bribery. He always gets the best deals and the most out of a person because of this skill. In fact he even uses it to tell when one of his thieves is going against the code. So it really depends on how big of a stretch the half truth is, plus he can also recognize body language signs fairly well.
