That's right, Hon. And you also need to create forums for everything in Soul Society except the other Divisions. You need to design the rules for the Academy, such as ho to graduate and all.
Guh...can you send me a list of forums I need to make? And from there I can come up with forums that we might need. As for rules, I can do that. I have seriously awesome Bleach books that tell me how its done officially >3
