But I see what your saying. But we cant assume that Cellanian rule is throughout this whole Sector, there could be separate, smaller, system-based independent governments as well.

Officially, their rule covers the whole sector, in the same way that 'officially' the Galactic Empire ruled the whole galaxy
Whether they actually hede the sectorial government is another thing entirely. Wile the planets under visible Imp or Rep control would likely cooperate with the Sector, I doubt a small planetoid inhabited only by pirates would give a womprat's a** about them

In and of their own. Their own government. Like the Vatican in a way. They would mind a larger government stepping in and saying that they control them because they control this sector. To them, that government, and no-doubt the Republic or Empire are the bad guys.

Okay, so far I hammered out the total strength of the SDF (Sector Defense Force) and the Sector Rangers themselves.
I still need to work with Des and Cale about the systems themselves. I just made up the figure of 27 total systems: 9 NR, 8 Imperial, 7 Sector, and 3 Independant. Also, if we can agree on numbers, then I can work out any forces the independants would have, as well as what each system uses...
Anything I need to know before I continue? Anyone want to see what I have worked so far?

Where did those numbers come from? The amount of systems under control by who. A rough estimate?

Whoa guys... I don't think there's supposed to be any Neutral Sector Government... those systems that are neutral in a sector are independent of each other, not unified in any way. The only sector scale neutral organization would be the Sector Rangers, everyone else is independent and has their own self defense and police forces.
Ironically, some of what Des wants does coincide with what Cale and I have planned for the Cellania Planetary System.
Cellana has a moon that is the Corporate property of Loronar Corporation, and there are number of Loronar Production facilities in orbit around it. We've created 12 different systems so if he wants a prison colony world somewhere its no problem. Plus Celtrous (The Zeltron Colony in the Cellana star System) exports pharmaceuticals, drugs, and alcohols. There are large docking facilities in orbit for shuttling of people off and on the world.
Among the featured systems we've made there's an Imperial owned blood diamond mining planet, a number of agro worlds, lots of jungle worlds... A shapeshifter colonial world, a world dedicated to carpentry (Exports luxury furniture), two worlds that have been bombarded by the empire... etc.
