Ikey-pooh has a cape too. I think anyone who has a cape is just looking to be dramatic, not just the magic users. Although, I suppose certain wind-users don't really need much effort to look dramatic.
I actually find half-capes to be better than full capes. They've got that dramatic-ness to them, but they've also got that nice, sleek look, cause they're smaller.
