After much debugging and playtesting, there's no missing bracket. But, I've found a way to fix this. All I did was to replace the Austrian army and fleet names with the Roman ones, form the HRE as Austria and finally form the Roman Empire. 3nodding
I've been also busy removing the "noculture" provinces by adding cultures in their history files. 3nodding
