I think I see the potential problem. The core part doesn't look the same. In the Chinese decision, I believe it's saying that Manchu is given cores on all of Ming. In yours it doesn't specify who is getting the cores. What if you did it like this:
589 = { add_core = KHM }
I'm not sure that'll work though since it might not know what the province is solely based on a number. confused
