Well yeah. If over half the course fails, that's going to reflect poorly on the instructor as much as the students.

If it is explicitly stated "You cannot be more than five minutes late or it's an absence, and if you miss two classes, YOU ******** FAIL" and "Late work won't be accepted, and if you don't turn it in, YOU ******** FAIL" you shouldn't be able to miss classes, turn in homework late, and pass.

Listen, I agree. Trust me.
But when over half the class does it, many instructors are hard-pressed because that then reflects poorly on them, and only a few instructors (see: badass type) would say "Well ******** you, failed and failed" anyway.
