That said, I have news. I was finally able to make a new country in EU3: DW. I learned that it's way easier to make countries which can be formed using decisions. 3nodding

I made the Roman Empire in the game using some data from the Holy Roman Empire and is still heavily modding it. As for the decision, I used the "Chinese Nation" decision and modded it a lot. Here's how the decision goes: To form the Roman Empire, one should either be the Holy Roman Empire, the Byzantine Empire or Italy. The state religion should either be Catholic or Orthodox. The country should be at peace. The country should own and have a core at Rome. biggrin

You know there are already mods to form the Roman Empire? I think most of them require you to be Byzantine though, since they're the successor state of Rome.

Yeah, there are. Death and Taxes and Lex Talionis both have a Roman Empire mod. I added the HRE and Italy as the states which can form the Roman Empire with the Byzantines because both tend to see themselves as successors of Rome as well. I've been thinking if I should add Romania into this as well... surprised Also, I wanted to give Catholic nations a chance to do it since thanks to Crusader Kings 2, certain EU3 mods and EUIV (if the savegame is converted from CK2) tend to have the Roman Empire form as Orthodox. 3nodding
In order for the Roman Empire to not form as Italy, I did edit the Italian nation decision file so that the Roman Empire cannot form Italy. 3nodding

I don't know if I'd consider Italy as a successor state to Rome but rather a cultural union of Italians, like Germany was for Germans. It certainly has cultural and geographical reasons to claim Rome as it's own though.
Well being Orthodox is way better in CKII since as Byzantine you can easily end the schism and make all Christians Orthodox, while all those who remain Catholic are heretics and can be openly attacked.

I did include Italy because of the cultural and geographical reasons. As for Romania, it can be argued that the text in the "forming Romania" decision could imply that the Romanians in-game see themselves as successors to the Roman Empire. I added the Holy Roman Empire into the countries which can form the Roman Empire because of a certain event in world history. When Charles IV (Holy Roman Emperor) was having correspondences with the Italian philosopher Petrarch, they exchanged suggestions even though they ultimately did neither. Charles IV asked Petrarch to visit him in Prague. Petrarch asked Charles IV to transfer his capital to Rome in order to revive the traditions of the Roman Empire. Thus, the decision's availability to the HRE answers the question "What if Charles IV (or any other kaiser/kaiserin of the HRE) were to follow Petrarch's advice?" biggrin I made the Roman Empire without knowing that it existed in any mods. I made the Roman Empire's in-game color green because it's relaxing to the eyes. sweatdrop
That's true. That being said, in EU3: DW, both Catholics and Orthodox can do that each other, except that none are able to end the schism as a decision. Perhaps I can make a decision which would be able to do so in EU3: DW? surprised

I personally wouldn't be able to play Rome without it being red. It just seems like the obvious colour choice.
I wonder if just a thing can be done. I mean you could probably make a decision converting all Catholic or Orthodox nations, but I don't know how you'd turn the losing religion into a heresy. confused
