Utapau is going to be his NEW base of operations, in order to take the Imperial spotlight away from Mandal.
This has been official since like, a month ago.

I forgot, but remember they may be weapons manufacturers but they don't build big ships, just small atmospheric capable vessels. You're still going to have to rely on Mandal for those classes of vessel.
Though I think it'll be allot easier to draw supplies from the Hutts at that location. It'd be easier doing it that way then having a supply line from Mandal to Utapau.
How are you convincing the locals to join up?
