I don't think many nations can form Mughals. As for Hindustan, it just takes Vijahfkdjsfbskdjbfsd (I never remember how to spell it, so I just keyboard spammed instead razz ) going on a conquering spree to form it. I actually saw Prussia form once when I tried an observer game of EUIV. 3nodding

I've decided to give Crusader Kings II a try instead. The mods I'm using make me a little overpowered though. mrgreen

Can I mod an EU3 savegame so that the personal unions of Europe can be included in the HRE?
It's Vijayanagar who almost always tries to form Hindustan. Most of the time, it fails. One of the weirdest time I've seen Hindustan form was with Arakan.
