People in Levi have been jokingly calling it a dictatorship... but it's not a joke. I think some people genuinely believe that Levi is a dictatorship and it shouldn't be like that. Levi was meant to be a community of equals.
So... yeah... democracy and voting and all that jazz...

This is not a democracy, this is a dictatorship republic.In a republic, the majority chooses the people that they feel are capable, responsible, and compassionate enough to achieve the goals of the state while still lending an ear to the needs of the lower caste.
In a republic, administrative power is given to a group of individuals who decide and/or vote on what should be done for the betterment of the community as a proxy to a straight majority vote.
To have every single member of a community vote and have every vote count is a clumsy system. First there's the logistics of it. Second there's the fact that people can't make an educated decision if they don't properly understand what the situation is. That is why republics exist. The popular vote decides what educated and informed individual is put in charge. The people in charge then vote in place of the masses as a proxy, making informed decisions to best serve the population.
Republic. It's clean, efficient, and educated.
