That's a tough one. I'd say... pirates. Sure, they aren't fast, but they have boats. And boats have flags. And flags are awesome. They also have treasure. Ninja's are no fun, always so secretive, pirates have monkeys.

hey wait what kind of numbers are we talikg about here cause like earlier people said pirates+numbers=win ninjas+numbers=lose
pirates-numbers=lose ninjas-numbers=win
so how many of each is are there?
are there lots of pirates and few ninja? cause then it'd be even

if pirates and ninjas were both using swords than ninja win but if pirates had guns than pirate win cos the pirates can cap the ninjas heads off
