94 Unless Austria becomes a vassal, that is. 3nodding Burgundy, Luxembourg, Bohemia, Hungary, France, England, Spain and Milan are also powerful contenders.

98 Yeah, but they have Brandenburg. 3nodding Besides, making Byzantium as emperor of the HRE is always a good thing since I don't need to Adopt Imperial Administration. In the past, I tried uniting the HRE under either Austria, Bohemia, Hungary, the Teutonic Knights or Burgundy. Once the HRE is united, I then had to Adopt Imperial Administration. The stability hit is annoying since it takes years for me to get to full +3 stability.

I've been planning to try revive the theme system and then having all my provinces have a regimental camp. If my reserves reach 5 million, it will be awesome. biggrin

Is it even possible to get 5 million manpower. The most I've ever achieved is somewhere near one million, and that was when I controlled most of Europe. sweatdrop
