I think Gaia is temperarily stopping everyones ability to travel through time...

The temporal storm that was kicked up during the quest to find Mon-El's wife is what caused most of the time problems. I got stuck in a Probability Nexus myself. From what I hear, the universe did it's typical "Fill Supergirl's empty spot" action again and Power Girl ended up here.
As it is, Wally still needs to go home.
Mr. Ayers, I could dry off your clothes with some super-breath if you'd like.

Oh dear, that's not how it works. If a person meets a future or past version of themselves in the timestream, they both become phantoms so they can't affect history at all. Time takes care of itself quite well. If young Wally is here, then most likely older Wally ended up in a time where there WASN'T a Wally West. So, either the past or the distant future.
