It's in your eyes! I can tell what you're thinking! My heart is sinking too! 66 Well to vassalize them you need to make them small enough that the warscore for vassalization is possible to achieve. You really only need to vassalize 4 electors to assure that you're always the emperor. 3nodding I honestly don't know any of the reforms by name. I can only recall what some of them do.

68 That, I'll try to do. Ewiger Landfriede = forces all HRE members to not try kill each other over disputes Erbkaisertum = Austria is always the emperor

72 I need to stop the inter-HRE conflicts, become the hereditary emperor, vassalize the entire HRE and then form the HRE.

As for me, I've discovered the beauty of the PU (Personal Union). Not only have I inherited Austria and am close to inheriting Bavaria, but though pure luck I've gotten Scotland and Venice into one and I've forced Hungary into one as well. Europe bows down to the Big Blue Blob! emotion_dowant

Just make sure you have royal marriages with any nation that has low legitimacy or no heir, which there is a little tab with a crown telling you those nations. Then it's just luck that their ruler dies without an heir and you have the highest prestige and relations with them when that happens. Of course, you could always claim their throne (one of the diplomatic options), which increases your chance of getting a PU and allowing you to force one on them through war. The downside to claiming a throne is that everyone you have a royal marriage with will hate you.
