Danny was panicking a little, seeing as all the other ropes had been taken by people beside her.
She spent some time running up and down the docks looking for rope, and then returned back to where she'd been.

Survey Corps Show Horse
Throwing caution to the wind, Axel jumped into the canal himself. He could swim more-or-less adequately. He wasn't fast, or graceful, but he wasn't terrible at the dog-paddle, and he could keep his head above water. He swam towards the horse, trying to stay out of range of its teeth and hooves, wondering if he dared grab its bridle and just pull it back towards shore.
The horse, obviously sensing his dislike of it, tried to get away from him and smacked into a big piece of wreckage.
Fail.
Axel hated horses so much.

Alec's sister doppelganger
Lenore, Mouse Girl, and Dancing Girl all pulled on the rope, but failed to get Alec's Sister Doppelganger more than a few inches out of the water.
Weak.

14. Huge Muscly Wrestler Guy's Tiny Poodle DogZin heard a fresh wave of screams coming from the canal and hurried over to see that people and animals were drowning. She hastily grabbed a convenient rope, tied it into a lasso, and hurled it into the water. She hoped that her military training had prepared her for this.

Danny noticed he was slipping off the barrel, so she tried throwing him a piece of wood. That wood then hit him in the face.
No wonder he was refusing her help!

Survey Corps Show Horse
Okay, fine. Maybe he would just chase the damn horse back to shore if it hated him so much. Axel swam out a little deeper, trying to head the horse off. It swam away from him, towards the side of the canal, and stayed there. It was no longer freaking out, but it wasn't climbing out either.
At least it didn't look like it was going to drown.

Alec's Sister DoppelgangerPreteen Girl Squad (I've said it so it must be canon!) pulled their hardest on the rope, and eventually succeeded in fishing out Alec's Sister Doppelganger. Huzzah! Mythee Saved Alec's Sister Doppelganger. That's her name now.

The man then began ranting about how the river ran to the glorious walls and he could finally be one with the walls.

Survey Corps Show Horse
Axel dog-paddled towards the horse wearily. This was the worst day. The worst day ever. And he hated horses. So much. The only positive to the whole horse fiasco was that Preacher hadn't popped up out of nowhere and seized the opportunity to drown him.
A little ways along the canal there were some steps leading from the canal into the water. If he could get the horse there, he could get it to climb out.
He seized the horse's bridle. The horse bit him.

9. Businessman Clinging to Suitcase Zin hauled out the tiny, shivering dog and set it on the ground. She loosened the rope from around its chest and tossed the rope in again. She hoped that she'd have the strength to pull out the next person or thing that got caught on the life line.
