@LF: Yeah, I work 7 days/week so I rarely have much time to just relax. By the by, did you see my suggestion? I think it's a better proposal for Pokemon matches instead of banning certain Pokemon.

Yeah I saw that, I like that idea.
However the banned pokemon are just whats banned from the actual league battle, like gym battles and stuff like that.
For other tourneys and stuff we do I'm thinking about making tier battles. So one will be all Ubers, one will be OU,UU,NU...etc and maybe even a Little Cup like in pbr

Even so, it might be good to recommend League Battles to stay in the OU tier and lower, simply because some people might not have access to even some of the allowed legendaries, and even just having one of the allowed legendaries in a team is very overpowering. Example being my current experimental team has been able to take down many teams, even if it's only a team of three (or four). The reason it can do that is Wobbuffet.
Just my two cents though.

I can see Roar working on a team that makes use of Stealth Rock, Spikes, Toxic Spikes, and the like; and also to keep Gyrados protected from things that can kill it.
If you do use it, I'd recommend a 252 ATK, 252 SPD, 4 HP EV Gyrados with Roar, Waterfall, Stone Edge, and Earthquake. You better have some good support that can throw Entry Hazards in, however; and a good strategy as to why Roar is needed.

Movesets are too limited for Roar, IMO. Unless you are planning on using roar in battles beside wild encounters, just give your Gyarados a smoke ball to hold.

Actually, I can see it working if the player is able to throw in three Spikes. Having three Spikes at your opponent causes 25% damage when switching Pokémon. From there, constantly Roar, thus making Pokémon lose 25% HP per switch.
Another strategy with a Roaring Gyrados is building a defensive build, 252 HP 252 Def 6 Spd EV, with Roar, Rest, Sleep Talk, Ice Fang/Waterfall.
It might be better to pair it with one of the Legendary Dogs, however (like Suicune who is a better wall than Gyrados) . Suicune can learn Roar and wall like crazy with Rest, Sleep Talk, and an attack. Once your opponent is sufficiently weakened, bring in your Sweepers for the kill.
Edit: It's a good stalling move, Hoshi, but it works even better with set up, as I've been describing.
