You can use as much doweling as you want? Okay, how about this? Put three long dowels together, glue them, and wrap them around with the rope, both for a pretty spiral effect and some extra stability. Do this with nine dowels so you have three sets of three. With me so far? You should have three fat little sticks wrapped in rope.
Then, cross them together like a teepee (tipi? sp?) with plenty of clearance at the top. Secure them at the join-spot with rope, and make sure they're evenly distributed so they're sturdy. Then make a little basket by wrapping more rope, tightly woven, around the top part above the crossing-point, and you should be able to put the eggs in there. *nod*

Well, they specified "three legs," right? Not "the only thing touching the ground can be three single 1/8th inch dowels."
So make the legs out of bundles of 1/8th inch dowels, tied together at regular intervals with rope that goes around a few times and is secured with slatherings of glue so that it doesn't slip/slide. Three bundles of dowels, placed far enough apart at the base and close together at the top, should be stable enough, especially if you put struts in between the dowel-bundles in between. They won't touch the ground so they don't count as feet, but they will make the structure more stable because the feet won't slide around on the ground...they'll be held in place.
If you make it all very neatly (no rope ends sticking out, no glue running down the dowels) it should look clean and geometric and organized. ^^ Ask if you can use paint to pretty things up. It doesn't add anything structurally so perhaps the teachers will allow it.

and he told us that if we do that we get a c no tripodsand it has to be supported by the 3 legs no outside thing holding it up.

xd my roome and i do that twin thing.. we say the same thing at the sametime.. or, we'll both be silent, and some of will say something, like in the middle of thought, and we will know what we are talking about.. example

Sunny: If tee-pee shapes are not allowed, there are still ways to make it more stable than with just three sticks on the ground. You can still bundle the dowels to make three fat legs instead of three skinny legs (right?) and/or you can make the bottom of the feet wider (like a stick-in-a-brick instead of just a stick) by cutting up dowels into shorter pieces and building bases for the feet.
Horizontal struts (or diagonal struts, actually) are your friend. Go to the library and check out some books on basic architectural science or something. X3 Or see if someone can hook you up with some engineers. *hee*
