bb3000ae Speaking of Reduced Earth, I feel it does not need to be S rank. I mean all it is is a quick short boost of speed and its S rank? I mean if you want to keep it S rank at least give it more description cause it seems nothing more then the burst technique for the speed type and that costs A LOT less Actually, it shouldn't be S ranked simply because it says "The User's highest possible speed" As in (as I interpret anyways) the fastest possible Genin/chuunin/Sp. Jounin/Jounin/Kage speed. Since the ability scales, it should be listed as every category, since it can range from an E or D rank at Genin speed, which isn't very fast. To godlike speeds at Kage/Sannin level, which actually warrent the S-rank title.

SK Loda This is all true, but on the other hand, what's to stop a person with a sword from picking speed as a primary, and getting the same result as flash stepping? Or simply using the Reduced Earth S-rank jutsu, and having the same effect. But I see what you're saying. Because they can't. No level of speed via the attribute and modifiers will allow a flash step; you can be really fast and get close to a flash step, but still not literally do it. The reducing earth technique is not! a flash step. It simply allows you to start off at your max speed. For instance say a car can go 200 mph and get to that speed in 9 seconds in a drag race. If the car were to use the reducing earth technique, it would start the race at 200 mph as soon as it got the green light. That doesn't mean it will instantly cross the finish line: it will just take much less time since it doesn't have to accelerate. Though, as we see in the show, most fast ninja almost instantly reach their top speed anyway. The jutsu is, from what I can tell, meant for greatly encumbered ninja or ninja without much room to move before needing to reach top speed.

Well, most ninja, when they move, move at an incredibly high speed that looks almost like they are jumping really fast, not just running. In the later episodes, with the late Chuunin level ninja, as well as all the Jounin and above ranked ninja, they all simply dash very quickly to avoid an attack, or even just to move. Really, the only moves late in the season able to really damage an opponent are lightning based moves which are almost unable to be dodged because of their speed, and S ranked techniques which are widespread. Missile attacks almost always are dodged, and Kunai and shuriken aren't even used at all other than for melee combat.
But alright, that's fine. The speeds of chuunin are like exponentially higher than the speeds of Genin, as shown by rock lee/sasuke. So, it's fine.

Granted, one way to dodge would be to have a rank higher speed, AND evasion, or to simply let go of your weapon, although you'll still run a chance of getting cut without the speed nor the evasion atribute. Because I want to create a style based off of weilding two blades, but i don't know if this technique will work, and it is a staple of my kenjutsu style for my second RPC who will be arriving the moment Dogou hits chunnin.

Sounds like it would be about a C-rank, possibly a B-rank, though you can't list stats like that to force someone to take damage. There are too many outliers to do that, plus I would argue that based on pure stats, you would only need an equal speed/agility total to dodge or perform a full parry against the strike (assuming the target is paying very close attention and begins reacting as soon as you move to draw your swords). Honestly you're better of making the style and letting me look at it as a formal application so I get a better idea of what your aim is for the style and its abilities. As to the Homunculus, that would be a definite yes. No Homunculus.

ok, I'll start working on it tomorrow, I've got to finish this episode of Fma, and then I'm off to bed.
Darn, and the prereqs were far worse than the bonuses, The Ultimate shield is destroyed after two consecutive hits in the same area. TT^TT and the ultimate spears was breakable from the sides. TT^TT I couldn't really find a way to nerf the ultimate eye though, aside from the side where your actual eye is being completely blind in all reality, and the area where that eye sits is unable to be seen through. also, The Ultimate Tongue is nerfed in and of itself, You'd have to hold someone there while you ate them. I guess having 10 plus the number of people you kill lives is fairly nice though. Oh, and your attributes and your specialties are already picked depending on which stone you held inside you. also, you're only capable of possessing one or the other. ( I wouldn't ever include Pride's Ultimate in this bloodline, because wquite honestly that is just far too OP for anyone less than a Kage to deal with... While the character is a genin. )

I think it's slap something together, but I'm sure you can look at other styles for formatting ideas, I certainly do. Gives them a sense of continuity I think.

This is a suggestion. I've noticed that recently the guild has been having some of the same problems that POTS did, specifically that that the higher ranking shinobi are unable to post as often as some of the lower ranking shinobi. Mind you, I certainly understand people being busy, but I think it might help make the guild run a bit more smoothly if shinobi were able to access jutsu scrolls without the need to go to a Sensei or NPC. Perhaps have a scroll request form in each training ground. Obviously some restrictions would be necessary, maybe something along the lines of not being able to get scrolls of higher rank than your character or something like this.
Ultimately, I believe this will help because it will give people something to do when the people they would normally seek training from are busy.

Just a quick question regarding something that's sort of been bugging me, but doesn't really pertain to any of my characters yet:
If an Uchiha does not have Mangekyou, and they kill somebody with a Mangekyou, does that give the killer simply the Mangekyou? Or will they get the eternal Mangekyou? It doesn't really seem to make sense, given that there are only 4 active members, to have a member have to kill two other members to get the Eternal Mangekyou seems like a bit much, doesn't it? I mean, I could be misinterpreting the entire system, but, I was just wondering.

Actually yea, that makes perfect sense, because that's actually exactly how Sasuke got his Eternal Mangekyou, by killing itachi, getting his eyes, developing his mangekyou by killing itachi, then Kabuto gave him the mangekyou with Itachi's eyes.
