Ya, that's what it seems like to be. I've never seen the Ninth Division open in a guild before so I thought this the perfect opportunity to take it xD

Ya, probably. Kisuke got in trouble for the Hogyku and... That woman from the bounto series, whatever her name was, got in trouble for what she did.

Maybe Kisuke was arrested for both? Not excatly sure on that one. But either way... *shrug*

Yeah, Mayuri experimented on all the Quincy and goes on about experimenting on arrancar and even Ichigo...
He had already created the hogyoku earlier, but it is possible that no one knew about it I suppose...

The hogyoku was a secret creation. As for the experiments on the quincy he may have had permission so that is just speculation. He just talks about experimenting on Ichigo and the Arrancar but so far has not

What's the method for becoming a vice captain? Is it just like a normal profile but with higher requirements or is there an application like for Captains?
