I totally screwed up our numbers. xp
Certain mods let nations such as the Byzantines form the Roman Empire, but not the vanilla game. It tries to be historical.

Seeing as you said Steam might be slow on your computer, I'll tell you how to bypass it when playing EUIII. After installing the game, you can go into the Steam directory and find the game files (ex. C:/Program Files (x86)/Steam/steamapps/common/Europa Universalis III - Complete). There should be a file called EU3 (don't confuse it with eu3game). This file opens a launcher for the game that skips opening Steam and also allows you to play mods. You can just create a shortcut for this file on your desktop to use the launcher. biggrin
