It seems the Annual Ball is a seperate occasion than the Anniversary Ball. The Annual Ball (in the past) has been user run, but with Admin support (and items!). The first ball that the Red Corsage and the Black Bow Tie were given out was actually the first Annual Ball.
Last year it never happened because the person who was doing the majority of the advertising didn't have enough time to plan it out. This year someone else (who was involved, but not in charge of the 2nd & 3rd balls) is trying to organize it.
She needs help though, so if you are interested in helping - the guild link is there. Well, that's the main reason why it's there -- for advertisement.
Edit: I don't quite understand it either, but Leyna is working pretty hard on it I guess.
