Because in Korea, they don't have a "Tsu" sound. (Though they can put the "Hat" and the "Su" separately but it sounds so awkward calling her 핫수네 [hat; soo; ne].)
That's why they use a closer one "츠"(Cheu) to make 하츠네 미쿠 [ha; cheu; ne. mee; ku] (Hatsune Miku).
