Seeing as I don't feel like arguing the point of things to you, I made the following changes manually to save time:
1. I uploaded your picture to my photobucket and pasted it into your actual profile (Your Welcome)
2. I added a link to your bloodline within the profile itself. (this is required and specifically requested within the profile format provided)
3. I added a link to your custom weapon.
I've also added much needed SPACES to your profile making it easier to read for everyone else.
NOW, there is one thing you didn't fill out, which needs to be done which I cannot do for you...
You need to fill out the "Behavior" field [the one right after personality] ...after that, you are approved.

"Personality can be defined as a dynamic and organized set of characteristics possessed by a person that uniquely influences his or her cognitions, motivations, and behaviors in various situations"
that is one of the definitions. But I'll put a single word... one word considering his behaviour was pretty much explained by his personality...

Behavior, describes how people react in certain situations as a response to a stimuli.
For example...
Personality: Cobra is a nice person, who tries his hardest to help people and help the guild with his time and talents.
Behavior: When he is told to "go choke on something" he tends to get somewhat upset and strangely no longer feels like he wants to help said person (but will still do so out of responsibility to the guild)
Most people in the guild use the behavior field to describe their character's general emotions in a few words. Sai's for example is "Cold, Uncaring, Emotionless, and Arrogant"
...his personality then expounds upon all of those and more.

1. You need to link your bloodline within your profile so people can click on it and be redirected to the Kekkai Genkai description.
2. You mention that your primary element is Lightning, but don't Rinnegan users have access to 'All elements'... or is that something that.
3. The above point begs the question of elemental vulnerability for a Rinnegan user. If they can use all elements, I guess they can simply choose what they want to be weakest against.

Alright! First plunge into the abyss!
Neji:
~Not entirely sure about the "Namikaze/Naruto" thing. To the best of my knowledge we're in a different dimension, or something of the sorts. So, it could possible be said that whomever you speak of didn't exist. If that wasn't the case, it'd be we're too far in the future.
(I like to think of it as the future in some respects. So basically, everything can be referenced... but not directly related to canon characters.)
~Well, if Leaf if full- Leaf is full. Please choose another village, and don't argue. Mm'k?
(With the constant complaints, i'm going to need to make a list of characters in each village so I can track the numbers more easily, and so others can see it)
~Just as a piece of advice. Since you chose Ninjutsu, you'll get three elements. However, you're not allowed to use all three of them right off the bat. Got your first one, second one at chuunin and third at jounin. It's best to choose these beforehand to avoid the brain racking stuff. Of course, that's entirely your decision.
It's actually not their decision... they have to choose it. some characters have the ability to analyze and sense people's element's so defining that is necessary.
~Fill out the element chart at around the middle. It'd help a bit.
~If you're going to use those special kunai, I think it would be best to toss them into the custom weapons thread. Their special jutsu property is a tricky one that can be abused.
You've phrased this too nicely. It wouldn't be BEST for him to do this... it's REQUIRED that he do this.
Fix, fix, fix!
