Without the aid of any weapons or gadgets.... in no particular order; in my opinion, I'd say the top 5 hand to hand DC fighters would be:
Lady Shiva Woosan
Richard Dragon
Ben Turner
Connor Hawke
Cassandra Cain

Next 5 (in no particular order) would be:
Batman
Deathstroke
Black Canary
Wildcat
Nightwing

After that... I'd say the next 5 would be:
Wonder Woman
Mr. Terrific
The Question
Robin
Huntress

I might have missed somebody... I'd put Orpheus up there too if he were still alive,

In a straight up fight, Batman could take Nightwing.

But seeing as d**k had used mutiple styles that play to his acrobatic strength, depending on the terrain, he could edge in a technical win.

Once again though, if in a single room, no weapons, no interupitions and level ground...Batman.

Not entirely... Batman has admitted that d**k would beat him in a fight if it came down to it. However, d**k never will because he doesn't believe that he can beat Bruce.
