So what are the basic necessities of armor? Back, chest, neck, forearms, joints? Then I assume you double that protection underneath with something like chain? Think modern "fantasy" armor rather than modern "technological" armor.

Vin: That is basically what dragon skin is.
Its ceramic 'scales' with Kevlar under and over it.

Did you just ******** ask me what the necessities of body armor are?
Go into your kitchen and start stabbing yourself all over the place with a steak knife. You come back and tell me what hurts, and I'll tell you what you need to cover with armor.
---
Modern helmets don't block bullets, they're there for environmental hazards like falling debris and s**t like that. Also good mounts for all the toys they like to equip modern soldiers with. Still, I'd rather have a bulletproof helmet.
s**t, I'd rather have a bulletproof everything and be bulky then... not. A sniper is going to ******** you whether you've got bulk or not, so you might as well eliminate the fear of small arms fire outright.

The basics?
The most basic armor is pretty much chest/torso. Depending on where you go and who you are, you might be wearing cloth everywhere else.
But yeah, chest/back, forearms, thighs, feet, head, hands are pretty basic. Add on neck, shoulders, knees and elbows if you're looking for full.
As for layering, normally for plate it's hose > doublet(padding) > chain > plate.

That is why most dudes hang out in bulletproof trucks.

If I recall SCA rules, it's actually kidneys, chest, head, ( neck maybe? ), and to some degree the back. You also have to have a certain gauge of steel for your helmet.
But I'd still rather protect everything. I've seen some really beautiful fullplate sets... which I imagine cost thousands of dollars.

For armor, I think taking a page from nature and applying some modern technology might have some merit. Chitalin, collagen, and cellulose all are surprisingly strong and don't weigh a whole lot. Perhaps with a modern resin and/or Kevlar, a workable armor might be feasible.

Viz could probably tell you what like the Romans wore for armor, but I think it was limited to torso, head, shield for the most part. Or at least pieces of significance that people collect.
It really depends on the time period of your character, how wealthy they are, and just where they are coming from to determine what is standard.

Not that it matters, you guys said it was ok for KB to be able to punch through body armor.
Indiscriminately.
