Not all Vizard, but yes. It is justified by the anime and manga. 3nodding
Mostly, only the evil vizard will be allowed a Resurreccion, Asuma having his because he is the first vizard to have ever been created, and is purely evil.

And I'd think even the good Vizard would get one, or at least another Bankai. Something to keep up with the evil vizard. I dunno. Maybe a new form, such as a fusion between the Shinigami and the soul of hi Zanpakto?
and Chaotic Neutral don't do what they want. The definition is for insane people. They don't PLAN anything, just do what they think at any moment. In effect, naming your character Chaotic Neutral would immediately opt him out for Leader status.
I think he's more Neutral Evil. Since Neutral Evil are manipulators and plotters who will do anything to get what they want.
