Nope, not Xemnas. This guy's hair is closer to Sephy style. Though... the color is slightly off. More purplish. This is Gunter:   His personality is probably the farthest you could get from Sephiroth's, though. But he is a good swordsman.

But calling someone a pretty boy IS a compliment.
ANd if you're saying that he's vain or something, he's not. Really, he's so unvain that it gets annoying. He's one of those royal attendant people that are always like, "Oh no! His majesty will get hurt if he goes out, even with an armed escort!!" "Where's his Majesty!?!? Is he lost!?!" "Don't ever leave me again, you're majesty, I was so worried!!" That kinda guy. He is very pretty though, and so funny!
