I live in the US and men walk around without shirts on all the time D;
But if he needs to wear anything, it should be a robe, since angels don't wear t-shirts I don't think. XD
But if I were to pick a color, I would make the wings creme and the shirt with a blue tint. D;
Edit: Actually, make it cream and pink tint. Warm colors work better than warm and cold.

I feel soooooooo bad for you. :/ I just can't do city scapes. I would rather just copy a photograph of a city scape.
