The best place to start is an area with other RPCs. Not necessarily high ranked ones to say "Train me now!", but a place where your RPC can make friends/rivals.

Hibari is in the ramen shop, Nagisa and Hitomi are at the dojo, Sosay is at the Uchiha compound, Sora and Misaki are in the library. I don't know about the others though.

@Lucis: Hello, welcome to Kumogakure. I am Hark, the original Raikage of POTS. I watch over this village, even when I was on Hiatus from POTS, I was making sure this place was doing well.

Hello Sosay, whats up?
I believe Akura is doing that since there was a request for a NPC puppeteer.
By the way...did something happen to "Raite Clan"? Even though there is someone of that clan in Kumo and there is also a family compound, I didn't find it at the clan list.
